The primary purpose of the Finance Department is to develop and maintain systems and processes that promote fiscal responsibility, whereas accountability is viewed as the cornerstone of all financial reporting in governmental agencies.  The Finance/Business Services functional areas include, but are not limited to: budget development and monitoring, general accounting, grants accounting, accounts payable, payroll administration, risk management and purchasing. The primary purpose of the Purchasing group is to facilitate the procurement of needed goods and services for the various schools and departments to complete their mission.  The procurement of goods and services must be in accordance with various Federal, State, and local requirements, most specifically the Virginia Procurement Act. 

The department is committed to providing excellent, customer focused service, and providing information that is useful in making resource allocation decisions; in assessing services and the ability to provide services; in assessing management stewardship and performance; and information about economic resources, obligations, net resources, and changes related to such.

The department's primary focus is to carry out its role in such a way
that supports the educational program provided by the District.
